EPA Compliance Statement

City Managers Ghana Ltd. (PCM) operates under a valid license issued by the Ghana Environmental Protection Authority (EPA) and is fully committed to compliance with all applicable environmental legislation in Ghana.

EPA Licensed Operator

Licensed for collection, transfer, and disposal of municipal solid waste under Ghana EPA Act 490 and Act 851.

LI 1652 Compliant

All operations comply with Legislative Instrument 1652 on Environmental Assessment Regulations.

ISO Aligned

Internal processes aligned to ISO 14001 (Environmental Management) and ISO 9001 (Quality Management).

OSHA Compliant

Field crew fully equipped with PPE. Incident reporting and safety audits conducted per OSHA standards.

Applicable Legislation

PCM's operations are governed by the following Ghanaian legislation and regulations:

Environmental Protection Agency Act, 1994 (Act 490)

Establishes the Environmental Protection Agency and its mandate to regulate waste management operations in Ghana. PCM holds a valid EPA operational permit for waste collection and transportation covering all districts in which it operates.

Environmental Assessment Regulations, 1999 (LI 1652)

Governs the environmental assessment process for facilities and operations that may have environmental impacts. PCM's transfer station and disposal operations comply with LI 1652 requirements, including Environmental Impact Assessments (EIA) for relevant infrastructure.

National Environmental Sanitation Policy

PCM aligns its service delivery with Ghana's National Environmental Sanitation Policy, which sets standards for municipal solid waste management, public cleansing, and community sanitation.

Local Governance Act, 2016 (Act 936)

Waste management is a function of District Assemblies under Act 936. PCM operates under service agreements with Metropolitan, Municipal, and District Assemblies (MMDAs) and complies with assembly-level bylaws and waste management bye-laws in each jurisdiction.

Hazardous and Electronic Waste Control and Management Act, 2016 (Act 917)

PCM does not accept hazardous or e-waste in standard collection bins. Clients requiring hazardous or e-waste disposal are directed to EPA-licensed specialist handlers. PCM staff are trained to identify and refuse contaminated loads.

EPA Reporting

PCM submits monthly waste returns to the EPA as required under Act 490. These returns document:

  • Total tonnage of municipal solid waste collected, by district.
  • Waste streams by category (organic, recyclable, residual).
  • Quantities transferred to licensed disposal or processing facilities.
  • Tonnage diverted from landfill through the Material Recovery Facility (MRF).

Environmental Performance

PCM tracks and publishes key environmental performance indicators on our Environmental Impact page:

  • Diversion rate: Percentage of collected waste diverted from landfill through recycling and composting.
  • CO₂ avoided: Estimated greenhouse gas emissions prevented by diversion activities.
  • Landfill cell status: Fill rate monitoring to ensure timely cell management and prevent overflow.
  • Leachate management: Weekly readings at all licensed facilities submitted to the EPA.

Worker Health & Safety

PCM is committed to the health and safety of all field personnel:

  • Mandatory PPE for all collection crew: gloves, coveralls, high-visibility vest, and safety boots.
  • Pre-shift vehicle inspections and daily driver briefings.
  • Incident reporting within 24 hours of any workplace accident.
  • Annual occupational health checks for all field staff.
  • Compliance with the Workmen's Compensation Act, 1987 (PNDCL 187).
