The Challenge

A 500-home gated residential estate in East Legon was relying on four communal skip containers shared across the entire development. The skips were overflowing three times per week, attracting vermin — including rats and stray dogs — and generating persistent resident complaints. The estate management had received formal notices from the Adentan Municipal Assembly citing the sanitation conditions. Residents were bypassing the overloaded skips and leaving bags on footpaths, creating additional ground-level litter that required manual labour to clear daily.

Our Solution

PCM transitioned the estate from a communal skip model to individual 240L wheelie bin service for every household. Bins were colour-coded: grey for general waste, green for recyclables. A twice-weekly door-to-door collection schedule was implemented, with PCM crews operating from 6:00 AM to ensure collection was complete before peak morning traffic. A digital collection manifest was introduced, giving the estate management real-time confirmation of each completed collection run. A WhatsApp broadcast group was set up for collection day reminders and temporary schedule changes during public holidays.

The Results

In the 12 months following the transition to door-to-door service, the estate recorded zero overflow incidents — down from an average of three per week under the communal skip model. Resident satisfaction surveys conducted by the estate management showed 94% approval of the new collection system. The Adentan Municipal Assembly formally commended the estate's improved sanitation standards. Vermin sightings reported to the estate management fell by over 90%, and the daily manual litter-clearing labour requirement was eliminated entirely.
